The Syringe Project That Backfired

San Francisco had the brilliant idea of distributing syringes to drug users to stop the HIV epidemic. The logic was that if you give clean needles to heroin addicts, they will do the right thing and return the used syringes to do the right thing. And thus parks are littered with used syringes that may prick the innocent!

HIV is still an epidemic...HaHa!
