Iran's Sexual Frustration

Is a temporary marriage a way to bypass unmarried sex or is it a way to encourage prostitution? Although we hear how hardline and conservative Iran is, it can't be all bad if it has 'several hundred thousand' prostitutes by unofficial figures!
Half of Iran's population is under 30. Now a hardline interior minister backs a temporary marriage or sigheh. Tempoary marriages can last for any amount of time including a few hours. It often includes a dowry of money.
The arguements are that this would help fight 'illicit' sex, while others say it will lead to 'legal' prostitution. I'm sure something is about to give!

You'd be hard pressed to find someone who likes the Iranian government, even in Iran, mainly due to these tricks they're trying to implement. They aren't Muslim though, whichis convenient for me because if they were then I could point out quite a few glaring errors they are making with the whole 'temporary marriage' thing.
Though they know it themselves.
