Huh?

As I read a variety of news articles from around the world, I sometimes have to wonder if the quotes were translated properly. Sometimes the translation makes no sense at all while other times it appears hilarious. If articles like the following one aren't translated, then the writer should be fired for obvious reasons.
Berlin opens a soup kitchen. The soup kitchen is for dogs only! It is a soup kitchen for dogs of the homeless and unemployed. It sounds like a place where anyone can get their dogs fed for free. Just kidding!
It is a great idea for the needy to get their canine companions fed. I still think that there will be those who take advantage of it, but what do I know?!!!

One woman who uses the free service said she had two dogs, four cats, a rabbit and some guinea pigs.
This is something that makes me wonder if she wouldn't have more money if she didn't have all these pets? I understand how much pets enrich our lives and all, but with the current world crisis situation, many people are abandoning their pets in shelters. Many of these people aren't poor or homeless but are struggling to make ends meet.
Here's where I wonder about the translation:
"Without this animal bread line, I'd probably starve to death," the 20-year old told German daily Sueddeutsche Zeitung.
It sounds like the 20-year old is eating dog food! Her dogs would probably starve to death, is what I think they meant.
